From 2027, businesses will be assigned new categories of taxpayers

The Ministry of Finance has developed draft amendments to the Law on Accounting and Financial Reporting. They provide for a revision, or rather an increase in the thresholds for determining the category of an enterprise as a subject of taxation. The thresholds will come into force on January 1, 2027.

The amendments are developed in the context of harmonization of the Moldovan legal framework with the EU legislation. As it is explained in the information note to the draft, in the European Union, these criteria are revised at least once every five years based on the inflation results. The last increase in the thresholds was made on the basis of inflation recorded in 2021-2022.

In Moldova, such adjustment is undertaken in order to fulfill the obligation stipulated in the National Program of Accession to the EU for 2025-2029. It concerns the transposition of the provisions of Directive (EU) 2023/2775 into Moldovan legislation until December 2026.

Thresholds will increase by winter

The new thresholds for determining the category of enterprise are set in the following amounts:

– for micro-enterprise: as of the reporting date, the amount of assets does not exceed MDL 8,500,000 and sales income does not exceed MDL 17,000,000;

– for small enterprise: 95,000,000 lei and 190,000,000 lei, respectively;

– for medium-sized: 480,000,000,000 lei and 960,000,000,000 lei;

– for large: 480,000,000,000 lei and 960,000,000,000 lei.

New criteria have also been established for groups of enterprises.

For a small group consisting of parent and subsidiary companies, total assets do not exceed 115,000,000 lei and sales revenues do not exceed 230,000,000 lei. For the next category, these figures are 575,000,000,000 lei and 1,150,000,000,000 lei, respectively.
