Of the UEFA solidarity payments, the majority of the amount (€419.175) is allocated to the seven Super League clubs that did not qualify for the group stages of European competitions (see table). At the end of last season, Petrocub (Hincesti), which participated in the group stage of the Conference League (CL), was the only club not to be the recipient of solidarity payments from UEFA. The 2023/24 Moldovan champions earned €3.17 million for reaching the group stage of the LC, while the club’s total revenue last European Cup season exceeded €4.3 million.

The remaining amount (€72,900) is split evenly between last season’s 11 participants in Ligue 1 – second division. This list includes Saxan, which merged with Radu Rebez Football Academy and participates in the new Super League season under the name Politehnica-UTM. The share of the club “Sheriff-2” (Tiraspol) participating in Ligue 1 is distributed among the Super League clubs, as the “parent” team plays in the top division.

Payments to Super League and Ligue 1 clubs are made according to the principle of UEFA solidarity with the clubs participating in the qualification rounds of European competitions or not participating at all. In this way, UEFA supports clubs to ensure their financial sustainability and their continued participation in professional tournaments.

Last year, UEFA announced a significant increase in solidarity payments for the period from 2024 to 2027 from 4% to 7% of the organization’s projected revenue threshold of €4.4 billion. Over the next three years, UEFA will allocate €308 million per year instead of €176 million as previously. In addition, an additional €132 million will be allocated for solidarity payments to clubs eliminated from European competitions in the qualifying rounds. The total annual UEFA solidarity payments amount to €440 million.

Earlier this year, Moldovan clubs received from UEFA almost €5 million in solidarity payments, which should be used to invest in projects for the development of soccer schools/academies (training of young players, infrastructure, equipment). At that time, the vast majority of Super League clubs received €594 thousand each, while Ligue 1 clubs received €66.7 thousand each.
