EU money distributed in the state budget

Amendments to the Law on State Budget for 2025 were adopted by the parliament in the second reading on April 17. They were proposed by the Finance Ministry and include funds provided by the EU to support the population and business environment affected by the increase in energy tariffs. As well as the advance and the first tranche from the EU financial assistance package for the implementation of the Economic Growth Plan for Moldova.

Thus, the state budget revenues increased by 3.73 billion lei and exceeded 75.28 billion lei. Their increase by 5.2 per cent was due to the external grants Moldova receives and the EU support.

At the same time, the expenses increased by 7.74 billion lei, or by 9.1 per cent. Their total amount exceeds 93.19 billion lei. In particular, 3.66 billion lei were allocated for measures to enhance the energy sustainability. Thus, the fund for reducing the energy vulnerability was replenished by 2.11 billion lei to provide monetary compensations for heating expenses during the cold season (for certain categories of consumers) and for electricity. All household consumers will receive compensations for electricity consumption, but only for the first 110 kWh.

A total of 290 million lei is planned to partially cover the electricity expenses of enterprises and agricultural producers. And for the implementation of energy efficiency projects – 193 million lei from the National Fund for Regional and Local Development.

Another 3.8 billion lei will be allocated for the measures of the Economic Reform Program within the Economic Growth Plan for Moldova.

The road fund received 1 billion lei for the repair of about 200 kilometers of regional and district roads. Another 1 billion lei was allocated to the National Fund for Regional and Local Development, of which 600 million lei for the repair of local roads in about 100 localities.

Also, 200 million lei were additionally allocated to the National Fund for Agriculture and Rural Development and another 200 million lei to support small and medium-sized enterprises. The National Ecological Fund will receive 100 million lei.

60 million lei are planned to support young specialists. In particular, the employees of strategic sectors are entitled to a 3,000 lei salary supplement in the first year of their work. The strategic sectors include the automotive industry, electronics, textile, pharmaceutical/chemical, food industry and the production of construction materials.

Another 85 million lei was earmarked for construction works on the Cahul – Giurgiulesti railroad section and repairs on the section from the Prut-2 station (Cantemir) to the railroad bridge over the Prut river.

A total of 17.1 million lei is envisaged for the implementation of the project “Complex for drinking water supply to villages in Hincesti district”.

200 million lei will be allocated for the reconstruction and equipping of the canteens in educational institutions. At the beginning of the current year, funds were allocated for free meals for pupils from the fifth to the ninth grades of public secondary education institutions starting from September.

The changes in the state budget revenues and expenditures for 2025 led to an increase in the budget deficit by 4.01 billion lei, which accounts for 5.1 per cent of the GDP.
