
According to the report, among the non-storage countries, Moldova ensured stable supplies during the 2024/25 heating season. According to the legislation in force, Energocom, using a financial product offered by the EBRD, creates natural gas reserves, which should be at least 15% of the average annual gas consumption of end consumers on the right bank of the Nistru River. The reserve reserves are intended to ensure emergency gas supply to Moldova in case of interruptions and can be used only by government decision.
The required volume is not less than 10 days of average daily winter consumption or 47-50 million cubic meters. The expenses of the authorized entity can be covered by a combination of sources – state budget, external financial aid or loans.
In practice, retail gas suppliers make mandatory financial contributions distributed in proportion to their market share and recover their costs according to the regulated methodology. On the other hand, the volume of commercial reserves is calculated by subtracting the amount already held as guarantee reserves from the total amount required. The volume equivalent to 15% of the annual gas consumption of the right bank of the Nistru River is about 150 million cubic meters of gas.
According to the Ministry of Energy, as of November 1, Energocom held 95.6 million cubic meters of natural gas as reserve and commercial reserves. In parallel, the supplier under public service obligations, Moldovagaz, reported holding 448.15 million cubic meters of gas in November, having purchased it for the entire 2024-2025 heating season (65.5% of the demand). The gas reserves established by Moldovan market operators for the 2024/25 winter season ensured supplies to end consumers without interruptions.
