The exact costs for the development and implementation of the system have not yet been determined, but preliminary estimates based on the Estonian experience are about 45.6 million lei.
Existing paper archives will be gradually digitized and included in e-Arhiva, and after streamlining the documents in “compressed” form will be transferred to the State Archives in electronic format, according to the established deadlines.
The system will be hosted on the government’s MCloud platform and integrated with other government services such as MPass, MSign, MPay, MNotify and MConnect. This will provide secure authentication, action logging and full audit of document flow.
The e-Arhiva information system will meet cybersecurity and privacy standards, ensuring the confidentiality, integrity and availability of information. The system will also allow multiple users to work with documents simultaneously without damaging the originals.
The project will reduce costs and the amount of space required to store documents, simplify access to information for government agencies and citizens, and support the digitalization of public services.
The Electronic Archive project is being developed by the Ministry of Justice with the support of the National Archive of the Republic of Moldova.
