The Cabinet of Ministers prepared an amendment to Government Decision No. 1144/2017 on the creation of the information technology park “Moldova IT park“. It provides for the establishment of the Fund for Supporting Specialized Digital Innovations.

Although MITP offers an attractive tax regime, the absence of a fund for direct support of innovations limits the potential of the park’s residents to transform their innovative ideas into products, the explanatory note to the draft said.

The fund is conceived as a tool to support the ecosystem of digital innovations (artificial intelligence, biotechnology, agro-tech, etc.). Its resources will be used for startups and projects developed, among others, by residents of Moldova IT Park.

According to the document, the financing of the fund will be non-repayable and will be realized mainly by means of funds provided by international development partners. Other legal sources of financial support for the created structure are envisaged – sponsorship, voluntary contributions, donations or co-financing from beneficiaries or private partners.

The fund’s activity will be aimed at increasing the competitiveness of Moldovan enterprises in the IT sector, attracting investments, including from the Diaspora, increasing the export of services and products. As well as establishing partnerships with international companies in order to implement best practices in this field.

The Digital Innovation Support Fund will be managed by the “Moldova IT Park” administration, which will develop operational guidelines for its programs. To ensure the transparency and objectivity of the startup selection process, a Coordination Committee will be established, consisting of representatives of the Ministry of Economic Development and Digitalization, the Ministry of Finance, the MITP administration, the private sector and donors.

According to data, the IT sector’s share in Moldova’s GDP has grown from 2.4% in 2017 to around 6.3% in 2024. MITP has more than 2,150 resident companies. Of these, 290 are companies with foreign capital from more than 40 countries, half of which are EU members.
