The relevant draft law has been prepared by the Ministry of Labor and Social Protection and will soon be considered at a government meeting.
The authors of the information note to it state that today the level of informal employment in the agricultural sector is high in the republic. The consequences of this situation are the reduction of social protection of workers, as well as deductions to the state social insurance budget. They consider the introduction of an electronic platform as a tool to eliminate these shortcomings through the formalization of labor relations between day laborers and work customers.
The current paper-based accounting system and heterogeneous administration is an obstacle to the registration and reporting of day laborers’ services. It is noted that work customers face difficulties in recruiting and recording them, as well as the risk of sanctions for non-payment of income tax and social insurance contributions. According to the State Labor Inspectorate, the number of recipients purchasing and using registers of record is small.
Therefore, Law No. 22/2018 on the procedure for day laborers to perform casual unskilled work is proposed to be supplemented with new provisions that will regulate the use of the electronic platform of voucher registers.
The paper voucher will not be canceled
“A digital voucher is an electronic document that is generated for a day laborer in the state information system. It confirms the identity of the work customer, the day laborer, the number of hours worked, the amount of remuneration, the status of the voucher and proof of transmission/receipt of information.
At the same time, the contracting authority registers all day laborers in the register of records.
The paper version of the voucher shall not be canceled. If the contracting authority does not have the necessary technical means or the possibility of electronic identification, the record of day laborers and the work performed by them shall be kept on paper in the register.
The digital voucher will serve as proof of payment for the day laborer’s work. And in case of using a paper-based register, the proof of labor payment shall be confirmed by the day laborer’s signature at the end of the working day.
