Data on day laborers will be digitized

An information system "e-Zilier" has been developed in Moldova. It will concentrate information on employers - beneficiaries of unskilled labor, as well as on individuals performing such work for remuneration. In addition, it will reflect vouchers generated for day laborers, including the payment documents generated and their status.

This follows from a draft government decision on the approval of the concept of the information system “Vouchers for day laborers” and the regulations on its application.

The document brings the activity of day laborers into the legal field and reduces the scale of informal employment in Moldova, the explanatory note to the document emphasizes. Today, labor contracts are rarely concluded with such workers, although they ensure the performance of duties both by the day laborers themselves and by the beneficiaries of the work performed.

The information system “e-Zilier” will simplify the fulfillment of the employer’s obligation to insure employees, as the calculation and transfer of payments to the state budget and social insurance fund will be made online.

The data will be registered in the e-Zilier system by persons authorized by the beneficiaries of the works. They will be obliged to update workers’ data and generate and assign vouchers to them.

The recipients of information from the e-Zilier system will be the State Labor Inspectorate, the State Tax Service, etc.

The system will be integrated with other state resources, services and information systems, which will provide data exchange with the IS “e-Zilier”. The developers promise to ensure information security, confidentiality and protection of data from unauthorized modification or destruction.
