
NCTS is a modern digital tool that enables real-time management and control of the transit of goods between European Union Member States, EFTA countries and other parties to the Convention on a Common Transit Procedure.
The new export formalities that will come into force with the implementation of the system were presented. According to them, goods could be exported by submitting and processing an export customs declaration at the competent customs office, followed by confirmation of export clearance at the customs office of exit.
At the same time, the situations in which goods must be placed under the general transit regime were clarified: either at the inland customs office, where customs seals are placed and a time limit for presentation at destination is set, or directly at the warehouse of the approved shipper without the need for physical presentation at customs.
Given that, under the Single Transit Convention, the territory of all participating countries constitutes a single customs space, at border customs posts, e.g. Leuseni-Albita, Romanian authorities will electronically confirm the passage of goods in the NCTS system, which will make it possible to track their movement in real time to the customs post of destination in the Convention’s participating States.
By implementing NCTS, the CU RM will become part of a common digital platform with the European Union, which will ensure mutual recognition of guarantees, fast data exchange and effective control of trade flows in accordance with European standards of security and transparency.
