These wishes were voiced during a meeting with the Minister of Finance Victoria Belous. The features in question involve a long creative process, for example, in the production of films, which requires fiscal predictability and multi-year budget planning.
In this context, the parties spoke about the creation of a platform for continuous dialog between the authorities and representatives of the creative industries. It is necessary for the development of a consistent and effective government policy in this area.
The Minister of Finance reported on the readiness of the agency to dialog to define a package of specific measures to support the development of the creative industries. The meeting emphasized the importance of promoting the mechanism of redirecting 2% of personal income tax as one of the tools for direct support of cultural and creative projects.
In addition, it was noted that in Moldova, representatives of the creative industry can be subject to different tax regimes, depending on the form of organization, type of activity and income generated.
Currently, companies operating in this field pay 12% income tax for legal entities on a general basis. Residents of the Information Technology Park enjoy a reduced flat tax of 7%. Individuals work under a patent. Another opportunity for them may be a new tax regime for freelancers. According to the project, its subjects will pay a preferential single tax of 12%. It is currently being discussed.
There are more than 2.2 thousand creative sector enterprises in Moldova, employing over 9 thousand employees, as well as 2.5 thousand freelancers in the field of design, advertising, digital media, music, cinema, theater, animation, book publishing, games and virtual reality, etc., as well as freelancers.
