That’s the basic idea of the project prepared by the Ministry of Justice and the administration of penitentiary institutions. It will be considered at the next government meeting.
According to its authors, the proposed measures will stimulate private investment in the creation of jobs for convicts and their involvement in production activities.
According to the document, enterprises will be able to receive subsidies for this, the mechanism of which will be approved by the government. In turn, workers will be paid a salary that will be 20% to 50% of the national minimum wage.
At the same time, the funds will be transferred to the personal account of the convicted person with the possibility of transferring them to relatives up to the second degree of kinship and on condition that the account balance will be equal to at least one average monthly wage in the economy, projected for the current year.
At the same time, if the convicted person is engaged in labor on the basis of a service contract concluded between the penitentiary institution and the recipient of services, the amount of remuneration may exceed the limit of 50%, subject to the respective agreement of the parties.
Contributions to social insurance funds will be paid by the penitentiary institution and reflected in the personal account of the convicted person, with their inclusion in the insurance record.
It is also proposed to compensate the term of a convicted person’s sentence with labor days. It may be reduced at the rate of: 4 days of sentence for 3 days of work. In the case of paid underground work, as well as work with difficult and harmful working conditions – 3 days of term for 2 days of work.
