1,618 permits were issued for the construction of residential buildings (-1.4%) and 569 permits were issued for non-residential buildings (-22.3%). Residential buildings prevail in the structure of issued documents, accounting for 74% and 26% for non-residential buildings.
In January-September 2025, 1024 building authorizations were issued in urban areas (+2.8%) and 1163 in rural areas (-15.5%).
If we compare similar indicators for the previous period, in 2024, the decrease in issued authorizations for 9 months amounted to 7.4% compared to 2023.
In Chisinau municipality, in January-September 2025, 607 authorizations were issued for housing construction, i.e. by 5 more than a year earlier.
It should be noted that, despite the general situation, the construction of multi-storey residential complexes continues in the capital. For example, the construction of a 16-storey (plus penthouse) residential complex with commercial premises and three-level underground parking is authorized on Dechebal Avenue in Botanica. On Dacia Avenue the construction of a 20-storey residential building with underground garages in three levels will begin as well. The construction of the second stage of the residential complex with social, cultural and commercial facilities will continue on Bukovinei Street. Permits have been obtained for the construction of a 9-storey residential building on Voluntarilor Street and a residential complex of five blocks (9 and 16-storey) on Studencheskaya Street.
In other regions, the number of issued authorizations for housing construction decreased compared to the same period of the previous year: in the Center and South regions – by 18 authorizations each, in the North region – by 12. And only in ATU Gagauzia 20 more authorizations were issued than a year earlier.
In the segment of non-residential buildings, the number of authorizations for construction decreased in almost all regions: in the Central region – by 50 documents, in the North – by 48, in the South – by 36, in the Chisinau mun. Chisinau – by 39. But 10 more authorizations than last year were issued in ATU Gagauzia.
