According to the annual report of the National Dispute Resolution Authority (NDRA), the number of complaints ranged from 1,012 in 2023 to 1,245 in 2024, dropping to 1,206 in 2025. In addition to the traditional ones, a new category of complaints has emerged – those related to procedures conducted under the rules of external funding organizations.
The value of the procedures examined increased from MDL 4.7 billion in 2023 and MDL 6 billion in 2024 to MDL 8.8 billion in 2025, despite the overall decrease in the number of complaints.
Economic filter
In June 2025, a state fee for filing complaints was introduced. This regulation was aimed at increasing accountability when using the appeal mechanism and preventing the filing of unfounded or bad faith complaints.
As a result, while last year, as of June 16, 737 complaints were filed and resolved, after the introduction of the state fee, 469 complaints were filed and resolved, a 36.4% decrease. Before the introduction of the fee, the average number of complaints per month was 136, after the introduction of the fee it decreased to 70 cases per month.
“This economic filter did not limit the right to defense, but was only meant to deter complaints filed for the sole purpose of blocking, which delayed the implementation of important state projects,” NDRA Director General Angela Munteanu said while presenting the report at the Parliamentary Commission for Economy, Budget and Finance.
Top contested procurements
The report says that the most contested purchases are medical equipment (2.61 billion lei – 115 complaints), construction works (2.18 billion lei – 410 complaints) and decoration works (267 million lei – 47 complaints).
The Center for Centralized Public Procurement in Healthcare ranks first in the number of complaints (116 complaints for 2.7 billion lei). Next are Termoelectrica, the Agency for Resources and Property Administration of the Ministry of Defense, Chisinau International Airport, and the State University of Medicine and Pharmacy.
Another body
The submission of the annual report on NDRA activities for 2025 coincided with the entry into force of the Law on Remedies and Methods of Appeal in the Awarding of Public, Sector Procurement and Concession Contracts. The law makes the grievance process simpler and clearer. There is a single time limit of 10 days in which to file a complaint. This is followed by a mandatory pause of 11 days before signing the contract.
In addition, the law provides for renaming the National Agency for Dispute Resolution to the National Dispute Resolution Body.
