Carlo Monticelli, Chairman of the Council of Europe Development Bank (CDB), spoke about this at the High-Level Conference on Social Rights in Chisinau.
According to him, the world is in a period of deep rupture, where a “global geopolitical shock” is reshaping international relations, undermining cooperation and challenging the norms on which European stability and prosperity have been built for decades.
Monticelli noted that societal stratification is increasing, trust in institutions is falling, which is eroding the social fabric, and the solidarity enshrined in the European Social Charter is weakening.
“In times like these, social investment is critical. Europe’s sustainability depends on sharing risks and opportunities, and investments in housing, health and education are central to this model. They support people and their communities to help them adapt to crises,” said the BRSE head.
He assured that Europe can count on the Bank’s determination to stimulate social cohesion while ensuring that social rights are protected for all:
“With security needs demanding more and more resources, the Development Bank is working harder than ever to ensure that our social strategy leads to concrete results, especially at the local level where services and people meet directly.”
Carlo Monticelli called the European Social Charter the cornerstone, “the social constitution of Europe”, protecting human dignity in everyday life and guaranteeing basic rights to housing, health care and fair work, with special care for the most vulnerable.
“The Charter provides the vision and the legal framework, and the Bank acts as the financial instrument to turn this vision into reality,” concluded the BRCE Governor.
It should be recalled that the High-Level Conference on Social Rights “European Social Charter”, attended by representatives of European and Moldovan institutions, as well as delegations from 46 countries, takes place within the framework of Moldova’s chairmanship of the Committee of Ministers of the Council of Europe.
