According to Anna Groza, executive director of the Foreign Investors Association (FIA), in this context they see the need to introduce a moratorium on regulatory and tax changes without prior consultations with business representatives (minimum 30 days). And to ensure predictability and transparency for businesses, a calendar of economic reforms and changes should be published annually.

“In terms of tax administration, our members’ recommendations relate to simplification of procedures and full digitalization of interaction with specialists of the State Tax Service,” she says. – And the tax policy proposals relate to the issues of incentivizing reinvestment and reviewing the tax burden on business in terms of social contributions and in general on the payroll. They propose to introduce guaranteed deadlines for VAT refunds, and to introduce appropriate sanctions for non-compliance”.

These and a number of other initiatives concerning the regulation of entrepreneurial activity and the labor market are contained in the package of proposals of the Foreign Investors Association (FIA). It was prepared in connection with the fact that on Monday the Ministry of Finance announced the beginning of the development of fiscal and customs policy for 2026. And invited all interested parties to submit their proposals and recommendations on the forthcoming draft law. Applications will be accepted until November 5.

In addition, Acting Finance Minister Victoria Belous said last week that the agency is developing draft amendments to Section III of the Tax Code. It involves the transposition of the provisions of the EU Directive on the common system of VAT application. Proposals and recommendations on this initiative are accepted until November 6.
