Businesses are embracing digital customs

On Thursday, December 11, the Customs Service announced the completion of the European Union project “Implementation of NCTS – New Computerized Transit System in the Republic of Moldova”. This was one of the most important digital reforms of recent years.

“After the full operational launch, there has been a steady and accelerating growth in transit movements. In a short period – from October 1, 2024 to October 31, 2025 – both businesses and the Customs Service itself have accumulated significant experience with the system at the national level, in order to successfully process the first international transit operation by November 1, 2025,” the CU representatives noted at the conference dedicated to the results of the project.

Currently, more than 500 general transit declarations have been registered in the NCTS system. The system is fully operational in all internal customs bureaus, at the checkpoints with Romania and Ukraine, in the railway departments and at the Chisinau International Airport. According to the agency’s assessment, the migration of economic operators to the new platform was one of the most challenging projects, but the business adapted faster than expected.

For Moldovan companies, the introduction of NCTS means shorter clearance times, lower logistics costs and much more predictable customs processes. The Ministry of Economy notes that this is a real increase in the competitiveness of exporters and easier integration into international production and logistics chains.

“Connecting to NCTS is the first time Moldova is integrated into the trans-European information system and an important step in getting closer to the European customs space,” said Radu Vrabie, director of the Customs Service.

According to the CU, “this project has shown that the Customs Service of the Republic of Moldova is ready for European digital integration”.

It should be noted that on November 1, 2025 Moldova joined the Convention on Common Transit Procedure and the Convention on the Simplification of Formalities in Trade in Goods. The accession allows to use the NCTS system at international level and to operate in the common transit regime under the same conditions as 38 member states, contributing to the integration of logistics chains and strengthening the competitiveness of the business environment.
