
Of the total revenues, 792,435.5 thousand lei should be provided by transfers from the state budget. The draft is scheduled for consideration next week.
Balti Mayor Alexandru Petcov said that the municipal debt exceeds 300 million lei and is formed until November 2023. A significant part of the debts is related to the guarantees of municipal enterprises issued between 2006 and 2019, which amount to 89.6 million lei, including Apă Canal Bălţi – 54.2 million lei; Trolleybus Department – 35.4 million lei.
In addition, the city’s loans amount to almost 211 million lei, including a loan from BC “Moldindconbank” S.A. for the development of road infrastructure in the amount of 60 million lei (taken in 2022, with a balance of 17.4 million lei) and a loan from EBRD for the purchase of trolleybuses, received in September 2023 – 113.3 million lei.
“Another loan worth 60 million lei, taken in 2020, was fully repaid by us this year,” the mayor said.
In 2026, payments on loans and guarantees will amount to LE 59.1 million, while in 2025 the city paid LE 32.6 million and in 2024 LE 43.5 million.
“I want all citizens to know: we are paying for other people’s mistakes. Despite the fact that the debts were formed before my election in November 2023, we pay everything on time, we are responsible for every leu and we maintain the financial stability of the city,” Petkov said.
At the end of last week, public hearings on the draft budget were held, where representatives of civil society could express their wishes. Thus, the well-known civil activist Nikolai Usatii proposed to allocate funds for the installation of video cameras at the central memorial military cemetery in Balti for round-the-clock access to the graves of the heroes of the Great Patriotic War.
Extraordinary sessions on the adoption of the budget will be held on December 9 and 10.
It should be noted that none of the political parties represented in the municipal council of the “northern capital” has a majority. Nevertheless, councilors find compromises on important issues. This was the case with the 2025 budget, which was adopted only in May of this year, but unanimously.
In 2025, the city budget amounted to 1,151,889.2 thousand lei in terms of revenues and 1,180,557.8 thousand lei in terms of expenditures.
