These funds are allocated by the European Bank for Reconstruction and Development and the European Union. According to the Energy Ministry, the current state and plans for the development of the district heating system in Balti were discussed during Energy Minister Dorin Jungietu’s working visit to the CET-Nord thermal power plant.

The minister met with the staff and toured the main facilities of the plant, getting acquainted with the modernization process and technical perspectives for the coming years. The management of CET-Nord presented the strategic plans for the modernization of the district heating system, focusing on efficiency, sustainability and innovation in electricity and heat production, as well as in the provision of heat to the population.

The implementation of the 2nd phase of the project “Heat and Energy System of Balti Municipality” was reviewed, which envisages the installation of individual heating units in 166 residential buildings and the construction of horizontal heat distribution networks and hot water supply systems in 296 residential buildings. Thus, 2/3 of the inhabitants of Balti municipality will be able to regulate heat consumption at the apartment level, paying for heating services according to individual meter data.

In addition, CET-Nord plans to install a 240 MW thermal accumulator, modernize water treatment facilities, implement a SCADA system for heat carrier distribution and provide software for thermohydraulic modeling.

The Minister of Energy noted that centralized heating systems are considered the most efficient from the economic point of view. Especially considering that they operate on the principle of cogeneration, i.e. they produce both electricity and heat.

Dorin Zhungietu also thanked the company’s management for the participation in improving the energy efficiency of the highest residential complex in Balti, within the pilot project “First Swallows”. There, the thermal insulation was done, the internal vertical heating system was replaced by a horizontal one, and an individual heating point was installed. Thus, the residents’ heating costs were reduced by about 50%.

The Minister of Energy also visited CET-Nord’s production units – a steam boiler house and an internal combustion engine plant with an installed generator capacity of 13.4 MW. They were installed in 2019 and their efficiency exceeds 88%.

Dorin Jungietu assured the company’s management that the Ministry of Energy supports the implementation of projects to modernize the centralized heat supply system, which will lead to improved quality of services for the population and strengthen the country’s energy security.
