Applications for post-investment subsidies will exceed 500 million lei

Between October 13 and December 11, 2025, farmers will be able to apply to the AIPA Investment and Payment Agency for post-investment subsidies (in the form of partial compensation for investments in projects to create and modernize production and post-harvest agricultural infrastructure initiated in 2024 and 2025), according to Logos Press.

This was announced by MAIA Minister of Agriculture and Food Industry Ludmila Katlabuga during a media briefing. The statement is important in the context that from the beginning of the new year a new law on financing and monitoring of agrarian policies will come into force, which does not provide for the mechanism of post-investment subsidies for agricultural producers in its current form. Taking this into account, representatives of some farmers’ organizations previously expressed doubts that the stage of accepting applications for post-investment subsidies will be opened this fall, as required by the law on subsidies. However, applications for post-investment subsidies will still be collected this year, as the minister said – “so that they are not lost to farmers.”

Employees of agricultural producers’ associations assume that by the end of 2025, farmers will apply for post-investment subsidies amounting to about 500-600 million lei. That is, approximately the same amount as in previous years.

In addition, the minister said that from October 1 to December 1, 2025, applications for advance and phased subsidies (for leasing projects under implementation) will be accepted. Ludmila Katlabuga also reminded that the previously announced stages of accepting applications for the following subsidies continue: complimentary (i.e. co-payments) (until September 30), additional payments to livestock farmers for each kilogram of milk for industrial processing (until September 26) and direct payments for each head of farm animals (until October 17, 2025). These types of subsidies are provided for in both the current and the new law on financing agricultural policies.

The Minister also touched upon the topic of support for farmers affected by late spring frosts. “The draft government decision, which envisages the allocation of 100 million lei, is at the stage of harmonization,” the MAIA head said. – After the completion of this stage, the ministry, together with AIPA, will announce the procedure of access, the deadlines for submitting applications and the list of necessary documents, so that the funds reach the farms with confirmed losses quickly and correctly”.

The balance of subsidy programs last year and this year was also presented. In 2024, 4602 applications for complimentary (accompanying) payments worth more than 607 million lei were submitted, of which 4442 applications have already been paid, the amount authorized for payment amounted to about 575 million lei. For supplementary payments for milk raw materials delivered to factories, produced between July and December 2024, 216 applications were submitted for a total amount of 86.6 million lei. Within the framework of direct payments per head of cattle, 351 applications were submitted for more than 53 million lei, of which 27 million lei have been approved for payment so far.

In 2025, 755 applications have been submitted under the measures to stimulate agricultural insurance and credit, of which 177 have already been paid. Within the LEADER program, 51 local initiative groups have been supported this year, the financing from the state budget amounting to 63.92 million lei. In other directions of subsidizing, 808 applications were submitted for 808 subsidizing projects, worth 82.17 million lei. Of these, 745 applications have already been approved and subsidies amounting to 63.91 million lei have already been paid.

This year, the state budget of the National Fund for Supporting Agricultural Producers and Rural Areas amounts to 1.7 billion lei. A significant part of this sum was used to pay off the debts on subsidies for the previous years. Most of the applications for subsidies, which will be submitted by farmers in the fall of 2025, will probably be paid from the budget of the mentioned fund for the next year. It can be assumed that this process will largely depend on whether, after the parliamentary elections, it will be possible to quickly form the government, develop and adopt the law on the state budget of RM for 2026.
