The digital resource will automate the appeals process and provide quick confirmation of all stages of the procedure – from the calculation of the state duty to the verification of payment and the issuance of a decision. It will reduce bureaucracy and the risk of administrative errors, and ensure greater speed in reviewing the results of contested procurements.
When registering an appeal, the estimated value of the procurement is entered into the system. The application automatically calculates the amount of state duty, which is 0.5% of the estimated value of the procurement, but not more than 50,000 lei. The amount is displayed, which allows avoiding errors in calculations. The appeal can be tracked in real time. And payments are processed not on paper, but in the electronic register.
The state duty can be paid through MPay or by bank transfer. By law, if there is no proof of full payment, the appeal will be returned without consideration. The applicant has three working days to submit missing documents.
Recall, the decision to establish payment for filing an appeal was approved by the Parliament this summer. The reason was the increasing number of appeals for reasons unrelated to the violation of the rights of bidders. Too many appeals filed in public procurement cases led to delays in the implementation of contracts.
