
For small producers with the right to obtain a license, tariffs differentiated depending on the production technologies have been approved. For biogas (manure and agricultural waste) the tariff is set at 2.37 lei/kWh; for solid biomass (direct combustion) – 2.30 lei/kWh; for biogas (solid domestic waste) – 2.04 lei/kWh and for biogas (liquid domestic waste/wastewater) – 2.36 lei/kWh.
In addition, ANRE set a ceiling price of 1.44 lei/kWh for electricity produced by wind farms. It will be used at auctions to obtain the status of large producer.
The amount of tariffs and the maximum price were determined taking into account the international dynamics of investment and operating costs of renewable energy production, as well as the projected exchange rate for 2025.
In addition, ANRE’s Board of Directors approved the base costs for 2025 of Apă-Canal Chişinău S.A., necessary to ensure the sustainable operation of the water supply, sewerage and wastewater treatment utilities. In total, all expenses amount to 567.8 million lei.
The approval of the base costs for 2025 will allow the operator to forecast the costs to be included in the tariff for the next 5 years.
The agency also approved the basic costs of Apă-Canal Chişinău JSC related to the production, distribution and supply of thermal energy for 2025. They amounted to 0.82 million lei, which is about 16.6% less than previously planned.
The reduction resulted from the application of the principle of covering the minimum necessary expenses and efficient utilization of production capacities. The cost structure includes material and administrative expenses, third-party services, and labor remuneration.
