The Moldovan Customs Service (CU RM) and the Inspectorate General of Border Police (IGPF) launched on October 10 a pilot project on mutual delegation of authority at the state border crossing point Costeşti Stânca, - Logos Press reports.

Thanks to this project, Moldova is applying for the first time the European model of common border control, based on interagency cooperation and delegation of authority between the authorities responsible for control.

The implementation of the 12-month project is aimed at optimizing border crossing times, simplifying procedures and increasing efficiency for the benefit of citizens, the business environment and the state.

The official inauguration took place at the Costeşti-Stînca border crossing in the presence of the director of the Customs Union of Moldova Alexandru Iacub, the state secretary of the Ministry of Internal Affairs Diana Salcucan and the head of the IGPF Ruslan Galuşca. A joint order was signed to approve the inter-institutional instructions, an act that establishes a clear framework of responsibility and a transparent division of powers between the two authorities.

The event included the handover-acceptance of the equipment necessary for control from the IGPF to the Customs Service, as well as a practical demonstration of the new procedures, including authentication of the designated user of the Border Police Integrated Information System (SIIPF) and registration of vehicles and drivers in the system.

“This project is a clear example of effective institutional cooperation and modernization through action. The delegation of authority at the Kostesti Stynka border crossing point reflects the mutual trust between the authorities, as well as our ability to implement European models of border management. This is an important step in increasing professionalism, optimizing processes and providing modern and predictable public services,” said Alexandru Iacub, Director of the Customs Service.

Earlier, the customs officers were trained to apply the new procedures and exercise the powers transferred from the Border Police, in order to ensure a uniform and efficient implementation of the process.

The results of the project will be evaluated after the first six months, and the experience gained will serve as a basis for extending the model to other border crossing points.
