
A draft law on the creation and special regime of the Advanced Technology Park “Moldova HiTech Park” to accelerate technological innovation and stimulate economic development was registered in Parliament as a legislative initiative.
According to the draft law, the Park will be created on the administrative territory of the city of Stăuceni, Chisinau municipality, on lands publicly owned by the state, managed by the State Property Agency (SPA). The Park will be created for a period of 30 years, on a land plot of 50 hectares, which will be created by delimitation from the public property of the state, located in the urban area of the city of Stăuceni.
The government will transfer the land plot to the management enterprise by the decision to allocate the ownership of the industrial park in the following order: 40 hectares for use on a gratuitous basis for a period of 30 years; 10 hectares for ownership rights as a contribution to the authorized capital.
It is proposed to make the managing enterprise a limited liability company, the founders of which will be the ACS, the local public administration body, in the administrative-territorial territory of which the land plot is located, as well as higher educational institutions of technical and medical profile.
The Government will assist, within the limits of its competence and available resources, in the design and construction of access roads and public transportation networks; ensuring connection to public utility networks (electricity, natural gas, water, sewerage, etc.).
This includes incentives for the exemption or reduction of local taxes and fees; exemption from administrative fees and fees for the issuance of permits, including construction permits, town planning certificates and other permits required for the implementation of infrastructure works; support for access to external funds and other financial instruments for the development of technology transfer and innovation; and investment promotion.
The park will be organized as a smart micro-city with mixed functions – office buildings, laboratories, research spaces, university campuses, residential areas, conference centers, testing and prototyping infrastructure. The park is expected to create more than 21,000 jobs and attract public and private investment estimated at more than 200 million euros.
