
According to the ANRE decision, this step represents an important stage of Moldova’s integration into the regional electricity market. It will ensure modern, transparent and non-discriminatory energy trading conditions at the European level, as well as more efficient use of energy resources. In addition, the Agency believes that the appointment of OPEM as operator of the Moldovan market will contribute to price stabilization and encourage competition in the interest of consumers.
OPEM is a subsidiary of the Romanian operator OPCOM. ANRE’s decision notes the operator’s extensive experience in managing the DAM and IPM markets. And that it complies with all legal requirements established by national and European legislation in this field.
Justifying its decision, ANRE provides the following arguments in favor of OPEM’s appointment:
– has the necessary technical infrastructure for the operation of the trading venues;
– complies with the principles of transparency, confidentiality and non-discrimination;
– has sufficient market surveillance capabilities and cooperation with European authorities;
– has established reliable systems for clearing and settlement of transactions to be executed on the relevant electricity markets, as well as for communication and data transmission with the transmission system operator “Moldelectrica”;
– applied separate accounting for regulated activities, guaranteeing efficiency and financial transparency.
The Agency emphasizes that through this appointment ANRE confirms its commitment to strengthen the institutional and operational framework of the electricity market in the Republic of Moldova, in line with European standards, while ensuring an equidistant, rigorous and consumer-oriented regulatory process.
