The number of authorizations continues to decline

In the construction sector of Moldova, the tendency to reduce the number of objects under construction continues. This is evidenced by statistical data on the number of issued permits.

The number of authorizations continues to decline

According to the National Bureau of Statistics, in the first half of 2025, 1383 building authorizations were issued in Moldova, which is 12.2% less than in the same period of 2024. The reduction concerns both the residential and non-residential sectors. For the construction of residential buildings 1004 authorizations were issued (-7.7%), for the construction of non-residential buildings – 379 authorizations, which is 22.3% less than in the same period last year.

At the same time, the situation in rural areas is more deplorable than in urban areas. The number of authorizations for construction in villages was 23.3% less (708), while in urban areas it was 3.2% (675 authorizations) more than in January-June last year.

Regionally, in the period from January to June 2025, the decrease in the number of issued permits for the construction of residential buildings was registered: in Chisinau – by 47 documents (-11.1%), in the Northern region – by 27 documents (-21.6%), in the Central region – by 20 permits (-5.2%). At the same time, in the Southern region and ATU Gagauzia, 2 (+2,5%) and 8 documents (+11,1%) more were issued.

Non-residential buildings will be built less in almost all regions, except ATU Gagauzia. In the Northern region 44 documents were issued less (or 34,9%), in the Southern region – 31 (-40,3%), in the Chisinau municipality – 27 permits (-34,6%), in the Central region – 17 permits (-10,1%). Only in ATU Gagauzia were issued 10 more permits (+25.6%).
