
This information appears in the draft government decision on the approval of the semi-annual report on the execution of the national public budget and its components for 2025, prepared by the Ministry of Finance.
The state budget revenues from the personal income tax in the first half of 2025, as compared to the same period of 2024, increased by 218.5 million lei, or by 14.9 per cent. The Ministry of Finance specialists explain this by the 12.5 per cent increase in the labor remuneration fund in the country, as well as by the 10.6 per cent increase in the average monthly salary. In nominal terms, it amounted to 14,567.5 lei at that time. At the same time, the average monthly wage in the budget sector increased by 13.2% in this period, while in the real sector – by 9.8% compared to the same period of the previous year.
The revenues from the tax on legal entities’ income in the first half of this year amounted to 4,887.9 million lei, up by 159.9 million lei, or 3.4 per cent against 2024. The increase in revenues is due to the results obtained from the submission of income declarations for 2024 in spring (+43.8%). However, in general, such a small growth in one of the key taxes indicates weak economic dynamics of the companies’ development.
Revenues from another basic tax, VAT, increased by 1.9 billion lei, or 12.2%. Of these, VAT on goods and services produced and rendered on the territory of Moldova increased by 921.0 million lei (+15.8%). The growth of VAT on imports was recorded at 992.2 million lei (+8.3%), while VAT refunds – by 12.2 million lei (+0.5%).
The increase in VAT revenues in the first half of 2025 is due to the increase in the volume of retail and wholesale trade in both food and non-food products, as well as to the increase in their prices.
Excise tax revenues in the first half of 2025 as compared to the corresponding period of 2024 increased by 271.3 million lei or 5.3%. Of these, excises on goods produced on the territory of Moldova showed an increase by 151.4 million lei or 28.0%, while excises on imported goods – by 123.7 million lei or 2.7%.
This growth was registered to a large extent for oil products – by 257.4 million lei (14.1%), as a result of the adjustment of the rates from 01.01.2025. As well as a slight increase in the volume of imports in the first half of 2025 compared to the same period of the previous year (2025 – 449.2 thousand tons, 2024 – 433.5 thousand tons).
Excise duties on tobacco products produced in Moldova also increased. Receipts on them increased by 144.8 million lei (49.7%), as a result of the increase in the volume of goods shipped from the tax warehouse.
As regards the growth of budget revenues from fines and sanctions imposed, in particular, they increased due to the increase in revenues from fines imposed by controlling bodies by 23.4 million lei (68.6%) and the increase in revenues from fines for traffic violations – by 21.0 million lei (27.4%).
