“National interest” dictates expropriation

The government will expropriate 14 properties needed for the construction of a new U.S. Embassy building in Moldova.

“National interest” dictates expropriation

The cabinet approved the relevant decision at a meeting on May 7. The document is based on the parliament’s decision to recognize the national interest of this strategic project.

It is about the expropriation of 14 objects with an area of 35 to 805 square meters, which are located on the territory of the former Republican Stadium, which is provided to the USA for the construction of a new embassy building.

This project has been granted the status of works of national importance. Therefore, according to the established procedures, all the objects located on this site are subject to expropriation. Their owners – 6 business entities and 7 individuals – will be paid compensation.

All expenses related to the expropriation will be covered from the state budget, and later the U.S. will reimburse these expenses. To ensure this process, the US side has already transferred the first tranche of 3.2 million euros (about 62 million lei).

Recall that the new building of the US diplomatic mission in Moldova will be built on a plot of land of about 5.2 hectares. In the summer of 2024, the Moldovan parliament ratified an agreement between the Moldovan and US governments on the purchase of property for the new US embassy building in Chisinau for 18 million euros. The announced investment will amount to approximately $240 million.

The area, which has been abandoned for 17 years, will be restored with US financial assistance: the historic gates of the former Republican Stadium will be restored and a new park will be laid out. The purchase price of the real estate for the new building of the U.S. Embassy in Moldova was agreed upon in accordance with the provisions of the Law on the Compensable Transfer of Real Estate.

The authorities will use the 18 million euros received to implement important projects: the renovation of a number of sports schools, a feasibility study and design of the future National Stadium and the creation of the Center for Culture and Contemporary Art “Universul”.

The U.S. will also reimburse up to €7.5 million in costs related to the transfer of the freehold land, including payments related to the expropriation and freeing it from any buildings.
