In recent years, the commissioning of new educational buildings in educational institutions is mainly due to the reconstruction of old buildings. The construction of new educational institutions without external assistance is practically not taking place - no capital investments are allocated for this purpose.

Investments in education – on a residual principle

The more valuable is the assistance of external partners. Thus, the Turkish Cooperation and Coordination Agency (TIKA) financed the construction of the R.T. Erdogan Industrial College in Comrat. It will open its doors to students in the new academic year.

Construction began in 2021 and was almost completed two years later. However, the opening of the college was delayed due to bureaucratic problems. In particular, the Moldovan Ministry of Education could not sign the intergovernmental protocol with the Turkish authorities for a long time. By the end of 2024, these formalities were overcome.

On December 30, 2024, the Cabinet of Ministers of the Republic of Moldova approved the signing of a protocol between the governments of Moldova and Turkey on cooperation in the field of vocational education. After its entry into force, the Industrial College of Comrat will be able to start working from 2025-2026 academic year.

The college is built on an area of 5 hectares, and today it has a training building, two dormitories for 236 places and a sports complex. It will train more than 600 students in various technical specialties, including computer network maintenance, programming and electromechanics.

According to the data provided by the Gagauz Construction and Infrastructure Department, the total amount of money financed from the central budget of the autonomy for the construction of the college is 3.6 million lei. The rest of the costs were covered by TIKA, totaling more than $4 million.

The educational and cultural center in the town of Stauceni was built within the framework of the National Program “European Village” II and will be opened at the end of March 2025. The center was erected on the site of an abandoned building of the former city canteen. It has been reconstructed and transformed into a modern and functional space where about 5,000 children and young people will be able to study and participate in cultural activities.

During the major renovation, the building’s roof was renewed, the facade was insulated, and internal repairs were carried out to ensure the comfort and safety of educational, cultural and social activities. The building houses cultural and youth centers, a conference hall and a local museum. It also houses a music school, a police department and a city library, institutions that have not had their own buildings until now.

The total cost of the project is about 23 million lei. The funds were provided by the Government of RM through the National Fund for Regional and Local Development, the Municipality of Stăuceni, with co-financing from the Municipality of Oradea and the County Council of Bihor, Romania.

The old buildings of former schools are being reconstructed at the expense of the Chisinau municipal budget. On the place of the abandoned building of the former gymnasium No. 3 in Chisinau, in the Botanica sector, the new premises of the lyceum “Pro Succes” were opened. More than 800 pupils were transferred to the modern educational institution. More than 29 million lei were allocated from the municipal budget for the overhaul of the institution’s infrastructure.

The theoretical lyceum “Stefan Voda” in Valul lui Voda is undergoing a large-scale reconstruction. In 2020-2024, the Chisinau Mayor’s Office invested over 4.4 million lei in projects aimed at improving the students’ education conditions in this suburb of the capital. With the support of the municipality, the thermal rehabilitation of two buildings of the lyceum and the reconstruction of the roof were carried out. Within the project, with the participation of the Vadul lui Voda Mayor’s Office, the institution’s stadium was also renovated, which includes volleyball, basketball, soccer and running tracks.

Municipal investments in educational institutions in the suburbs amounted to 180 million lei. These funds were used to build and expand kindergartens and schools, as well as to carry out measures to ensure their energy efficiency.
