
The process of approving the budget for 2026 was also hampered by the delay in the adoption of the national public budget, which was approved in final reading only on December 29, 2025. After that, the municipal budget must be harmonized with the central budget indicators on transfers, inflation rate, national currency exchange rate, etc.
This is the third time in a row that the capital starts the year with a temporary budget, as the legislation prescribes in such cases. But if the 2024 budget was approved by the councilors at least at the end of summer, the 2025 budget was not adopted after nine attempts. The city lived all last year on a provisional budget, developed according to the parameters of the 2024 budget and approved by Mayor Ion Ceban.
The Mayor’s Office notes that the current situation will not affect the lives of residents of the municipality, as well as services, payments, programs and projects implemented in the municipality. All services and institutions in the capital continue to work as usual, emphasizes the capital’s administration.
At the same time, although the city continues to implement the projects launched in previous years, the main problem is that it cannot receive funds for capital investments and initiate new projects for which it has received funding. In the capital city, the construction of new sections of the roads Mesajer, Industriale and Mircea cel Batryn, the continuation of Vasile Lupu Street, Meshterul Manole, Studencilor, etc. is planned for 2026. The energy efficiency project envisages rehabilitation of 50 kindergartens.
