First, the Growth Plan for Moldova was launched in 2025, as part of the support package of 1.9 billion euros provided by the European Union. Already in 2025, 200 million lei were allocated through the ODA to support entrepreneurs and industrial infrastructure development, 85 million lei to strengthen the Credit Guarantee Fund, 100 million lei to grant programs for small and medium-sized enterprises, youth entrepreneurship, women’s entrepreneurship, women’s and women’s entrepreneurship.

Second, for the first time, a mechanism of state support for investments in Moldovan industry was launched, aimed at companies making new investments of at least 10 million lei in strategic industries. The mechanism provides for a return of up to 60% of the investment value through non-repayable grants (25%) and profit tax incentives (75%), with an initial budget of at least 2 billion lei.
“Thanks to the high interest from business and European support, the scheme was expanded and adjusted in October 2025: the total budget was increased to MDL 4 billion, of which MDL 1 billion in grants and MDL 3 billion in tax incentives. A maximum limit of 20 million lei per grant was introduced; the rules for groups of enterprises and new companies were clarified; the project evaluation process was strengthened to prioritize investments with long-term economic effects. Since the launch, eight enterprises have already received support under this scheme,” Eugeniu Osmokescu said.
Thirdly, he names de-bureaucratization and digitalization, which helps to reduce costs for businesses. Between 2022 and 2025, seven packages of measures to reduce bureaucracy were adopted, which, according to estimates, allowed entrepreneurs to save about 3 billion lei. Among the key measures are the possibility to execute notarized documents remotely, the use of electronic identification and the updating of legislation on remote work, which allows economic activity to be carried out faster, safer and more efficiently.
