
According to hotnews.ro, the most important measure will be the reduction of turnover tax from the current 1% to 0.5% in 2026. Moreover, from 2027 this tax will be abolished altogether.
There will also be a flat rate of 1% for micro-enterprises with a turnover of less than 100,000 euros. Previously, they paid a tax of 3%. “This is a very important simplification measure because in 2026 there would have been two quotas for micro-enterprises: one up to €60,000 and one between €60,000 and €100,000. This system would have been difficult to implement,” the finance minister said.
The government resolution also foresees the reduction of subsidies for political parties and of the amounts granted to minorities. The version submitted for public consultation envisages a 10% reduction.
The construction tax, the so-called “pillar tax,” will be abolished starting in fiscal 2027.
RO E-TVA mechanisms have been simplified accordingly to reduce the administrative burden through more efficient fiscal control. The procedure for processing VAT and pre-filed returns has been clarified.
The Decree provides for the issuance of permits in the field of excisable goods, centralizes their issuance at the level of the National Agency for Tax Administration (ANAF) and creates the possibility of risk assessment for each type of goods. It introduces financial guarantees for importers and distributors of energy products to cover the risk of non-payment of VAT or excise duties by the state.
The draft law also provides for measures for minimum wage earners: the exemption from taxation of part of the salary is extended in order to increase the net income of low-income citizens (300 lei until June 30 and 200 lei from July until the end of 2026).
