However, as political scientist Alexei Tulbure noted in his post on social networks, the practical significance of the prime minister’s trip to the EU capital turned out to be much deeper and, to some extent, unexpected for the Moldovan authorities.

“The prime minister, who met with the entire EU leadership, was told very unambiguously by his interlocutors, including Ursula von der Leyen and several key European commissioners, that the period of unconditional (geopolitical) support ended with the elections, and now Moldova is entering the stage of “real transformations”, the results of which will be judged in Brussels and other European offices about the country’s readiness to join the European Union,” Tulbure says. – Reform in the understanding of our European partners means not only the adoption of new laws, but also their implementation, their practical impact on people’s lives. If you have adopted a new law, but its provisions remain only on paper, it is not considered a reform. If you have adopted a law, began to apply it in practice, and the effect of it is absent or negative, it is also not a reform. It is either imitation or meaningless actions, but it is not reform. It is an arduous task if we remember that non-compliance with laws is our established political behavior, a staple for decades. We don’t follow the Constitution, and we don’t even follow the laws. In two years, we need to change this behavior in a radical way. How?”.

The political scientist emphasized that in two years it is necessary to ensure tangible economic growth. “The Prime Minister speaks a lot about this and demonstrates confidence that here we will not fail, show ourselves,” writes Alexei Tulbure. – However, the story with the failure to meet the IMF conditions and the withdrawal of 170 million dollars is very indicative. This is a failure not of the current government, but of the previous one, headed by Rechan. But the comments that we hear from the current government representatives, saying that it is not a big deal, we have other sources to cover the budget deficit, in particular the money allocated by the European Union for growth and development, are perplexing. The EU allocates money for development, and we use it to patch holes in the budget!?

In two years, it is necessary to show and prove that corruption is being fought in Moldova. With such a level of corruption in the state, no one will accept us into the European Union. The experience of other post-Soviet countries, the experience of Ukraine, where the National Anti-Corruption Bureau (NABU) uncovered corruption worth millions of dollars in the highest echelons of power, indicates that there will be no progress without outside help. The NABU in Ukraine works in partnership with the U.S. FBI. The FBI ensures NABU’s independence and protects it from attempts by the political authorities to block its work. If Chisinau wants to really do something in the fight against corruption, it needs to immediately ask for help from the U.S. (or other Western countries) in organizing this fight. The FBI in Moldova can also become a guarantor of the independence of the anti-corruption prosecutor’s office, the NAC, and their defender before the political leadership of the country, which seeks to keep all these processes under control”.

Having outlined a number of other acute topics that the new government should seriously tackle, Alexei Tulbure summarizes: “The Prime Minister was told about all this in Brussels. It seems that there are no more ambiguities.
