The state will strengthen control over state investments

The state will strengthen control over state investments

Special units will work in the Ministries of Infrastructure and Regional Development, Interior, Agriculture and Food, Culture, Education and Research. The reason for this is both the large budget allocations given to these ministries for capital expenditures and the large number of projects, especially unfinished projects that have been in execution for more than 10 years.

Recently, the Court of Accounts and the Ministry of Finance have more and more often noted the weak ability of public administration authorities to utilize public funds efficiently and in a timely manner. These risks put into question the possibility to absorb the 1.9 billion euros allocated to Moldova for the reforms. In this context, the Finance Ministry proposes to amend the Regulation on public capital investment projects.

This document regulates the mechanism of planning, approval, implementation and monitoring of the projects financed from the state budget. According to the authors of the draft, the proposed changes will make it possible to increase the transparency of budget planning, speed up the implementation of investment projects and ensure more effective control over the use of public funds.

In particular, large projects worth more than 200 million lei, financed from development funds or programs, will be submitted, analyzed and evaluated according to new norms and procedures. The regulation introduces the classification of projects by value, as well as new organizational requirements for ministries within the implementation of Moldova’s Growth Plan for 2025-2027.

Another change concerns the environmental opinion. According to the new provisions, the executor of the activity planned under the project is obliged to develop a report containing information on its impact on the climate, including the intensity of greenhouse gas emissions, technologies and substances used, etc.

All new projects that fall under the scope of Law No. 86/2014 “On Environmental Impact Assessment” will have to be subject to mandatory review by the Environment Agency. For projects not covered by this law, the opinion on climate risks and vulnerabilities will be issued by the Ministry of Environment.

Consultation on the project will continue until November 11.
