Land redistribution at the state level

The state decided to share land resources with some localities. At the meeting on October 15, the Cabinet of Ministers approved a decision on the transfer of lands from the state property to the ownership of local authorities from the settlements of Cetrosu, Ialoveni, Cricova, Băcioi and Roşu. In return, the Cricova and Beceoi mayoralties will be transferred to the state.

As explained by the Public Property Agency (APP) the purpose of this decision is to enable local administrations to use the land for the benefit of the communities. The land will be transferred free of charge with the consent of the local councils.

The reasons why some agricultural land has remained in the ownership of the state lie in the recent historical past. The fact is that at one time Ketrosu commune did not participate in the national privatization program “Pamint”, and more than 2,000 hectares of agricultural land remained in state ownership. Thus, the Municipality of Chetrosu today will receive 67 hectares from the state, which will either be involved in economic turnover or used for the development of public infrastructure, including the development of green areas, public gardens and parks, the development of technical and utility networks.

The Chisinau suburb of Codru also avoided participation in the land division under the Pamant program. As a result, more than 1000 hectares of land of former agricultural enterprises within the administrative boundary of the settlement remained in state ownership. Now more than 80 hectares will be transferred to the ownership of the city, which is experiencing an acute shortage of territory for development. The local public authority promises that the lands will be used for the expansion of public infrastructure (schools and kindergartens, culture house, sports grounds, family doctors’ center), including arrangement of green areas, public gardens and parks, development of technical and urban infrastructure, etc.

In Ialoveni, after the completion of the land regularization stage, based on geodetic and geometric plans and in accordance with previously adopted laws, more than 76 ha of land will be transferred from state ownership for the expansion of public use zones.

In Cricova, land plots will be exchanged between the state and the local government. At the request of the Crikovo mayor’s office, due to a significant increase in the number of applications from citizens for land plots for construction and the lack of reserve land for the development of the settlement, it was decided to transfer about 20 hectares of land to the local authority. At the same time, at the request of JSC “Cricova Wine Factory” for the strategic development of the company’s activities, the plot of 40 hectares will be transferred from the property of Cricova to state ownership. It should be noted that the company has expressed its consent to the transfer of land plots to its management.

A 3.7 hectare plot, as well as two buildings (from the management of the State Enterprise “International Airport Mărculeşti”) will be transferred to the public ownership of Beşoi municipality to ensure urban development activities. The lands granted to the municipality will be integrated into the local urban development plan.

At the same time, in exchange for this land plot, an 8.5 ha agricultural land plot will be transferred from the property of Bechoi commune to the state property. The decision was taken due to the fact that it has a common border with the state land belonging to the runway of the state enterprise “Chisinau International Airport” and the need to develop the airport’s infrastructure.

The village of Roşu (Cahul district) will receive an agricultural land plot of 38 hectares. The transferred lands will contribute to the expansion of agricultural areas and public spaces of the settlement.

“With this decision, we are creating a balance between the needs of the state and the needs of communities. The land will be used for its intended purpose, for projects that bring local value and contribute to sustainable development,” said Roman Kozhukhar, CEO of APP.

The agency will monitor the transfer process and how the land is used by local authorities.
