Budget delay casts doubt on energy compensation

The authorities promise that the system will be in place this year and beyond, as before. However, the absence of a draft budget for next year casts doubt not only on the timing of the aid, but, according to experts, on the financing system as a whole in 2026.

Contrary to the requirements of the Law on Public Finances and Fiscal Responsibility, due to the parliamentary elections and subsequent procedures of validation of mandates, formation of a new parliament and appointment of the government, the launch of all budgetary legal processes has been delayed or at least not recorded in the public space.

Moreover, according to Dmitriy Barbalat, former director of the Real Economy Department of the Ministry of Economy, there is a very real risk that the 2026 budgets will not be adopted by the beginning of the new fiscal year.

“Moldova has previously entered the new year without a budget, including when Chiril Gaburici was prime minister, and the country lived on the previous year’s budget for the whole next half of the year, until June. There are risks. This, of course, is bad. First of all, for those who have been receiving compensation for energy carriers until now. A small amount was budgeted to cover these payments for November, because December is already paid in January next year. Before the elections, about 20 million from this fund was given to law enforcement agencies to ensure security during the elections. So, there is no money for the November compensation payments,” Dzmitry Barbalat said in a conversation with Logos Press correspondent.

The Minister of Labor, Social Protection and Family Alexei Buzu did not give any answer to the question how and in what volume, on the basis of what will be compensated the expenses for heat: “We are at the last stage of preparation of all technical aspects – as soon as they are clarified, I will inform you exactly how this program will be implemented. I am sure that in November citizens will start registering on the platform, as we have done for the last four years – we have managed to register all citizens every winter so that they receive compensations depending on the level of energy vulnerability. I am confident that we will be able to do the same this winter. Technical details will be provided in the near future.”

For now, there is only clarity on electricity compensation. The government will continue to provide electricity compensations for all households. These will be automatically reflected in bills for September and October 2025, without the need for applications from consumers. The Finance Ministry supported the draft electricity compensations for September-October 2025, but pointed out the shortage of funds. Of the envisaged 1.145 billion lei, 1.079.3 billion lei has already been utilized, while the remaining 65.6 million lei is insufficient to cover the necessary 230 million lei. In this context, the ministry proposed to cover the difference from the unused funds of the Energy Vulnerability Reduction Fund at the Energy Ministry’s disposal.

It is worth mentioning that, under the law on public finances and fiscal responsibility, the government submits to the parliament a semi-annual report on the execution of the national public budget and its components for the current fiscal year until September 15. By October 15, it approves and submits to the Parliament the draft budget laws for the next year, and by December 1, they must be adopted by the Parliament. At the same time, the session of the Constitutional Court to approve the mandates of MPs will be held on October 16. This is followed by the formation of parliamentary factions, the appointment of a candidate for the post of prime minister, his or her appeal for a vote of confidence in the program of activity and the entire list of the government.
