
The decision on the reorganization was adopted by the government on 17 September. One of the most important changes was the direct inclusion of regional units in the organizational structure of the police. District structures will become territorial ones.
“The new organizational model will create prerequisites for more efficient use of budget funds by reducing excessive administrative costs, eliminating functional duplications and strengthening operational structures that ensure effective coverage of the entire territory of the country,” the draft decision says.
Savings will be allocated to staff needs.
Most employees are expected to retain their positions in the revamped structure. However, there is also a “pessimistic” scenario, in which all the staff to be cut will give up their new positions. In this case, the total expenses may reach 507.2 million lei – for the compensation of unused vacations and lump-sum dismissal benefits. The authors of the project consider such costs unlikely, as most of the employees are expected to move to regional structures.
The transition will be gradual, until the end of 2028, which will ensure a “controlled and well-thought-out reorganization process”.
A detailed action plan for the reorganization of the General Inspectorate of Police will be developed after the approval of the medium-term budget plan.
The new structure will allow the police “to become closer to local communities,” the government said.
