“In recent days, analytics containing formulations that may be misinterpreted or do not correspond to the actual reality have appeared in the public space. We remind that the opinions expressed in the public space should not be confused with the results of an objective and rigorous monitoring process. Such confusions may affect citizens’ perception of what is happening and damage confidence in the electoral process,” the CEC said in a statement.
The document did not specify what kind of analysis it was referring to.
We shall remind you that the first report of the Promo-LEX Association’s parliamentary election monitoring mission said that a number of parties and potential participants in the election campaign have already started holding events with electoral overtones, although the official campaign will start only on August 29, 2025.
According to the law, election campaigning is allowed only after the registration of candidates and not earlier than 30 days before election day.
Among the most active parties mentioned are: PAS, which conducts a national information campaign on achievements and plans for EU accession; PSRM – distributing materials and collecting signatures in support of the idea of “sovereigntist policy”, Bloc “Alternative”, parties “Heart of Moldova” and “Future of Moldova”, etc.. They organize online campaigns, meetings with citizens, protests and presentations of political programs.
Promo-LEX also draws attention to the use of administrative resources for political purposes, which “contradicts international standards regarding the separation of the state and political parties”.
“State institutions used resources and budgetary funds to obtain political dividends on the eve of the parliamentary elections. After the election date was set, the Parliament changed the state budget, reallocating funds for various projects, and the Government launched the campaign “Moldova can”, which was picked up and promoted by PAS. Promo-LEX notes that such initiatives can be perceived as electoral promises. The Chisinau municipality conducted campaigns with messages in favor of Mayor Ion Ceban, and the MAN party paid for the promotion of these messages on the Internet. In addition, Promo-LEX points out the participation of President Maia Sandu in the promotion of the PAS candidate list, which calls into question the neutrality of the presidential position,” the Promo-LEX report said.
