The total cost of the works is about 11.5 million lei, of which 8.1 million lei is a grant from the Fund for Energy Efficiency of Moldovan Housing (FEERM). The contribution of the residents of these houses is more than 2 million lei. That is, associations can receive a grant of up to 70% of the investment cost, while their own contribution is no more than 30%. Energy-vulnerable households can receive a discount on their contribution of up to 90% from the Energy Vulnerability Reduction Fund, depending on the degree of vulnerability, if they are registered on the platform compensatii.gov.md.
The first beneficiaries of the funds are residents of three buildings with a total of 121 apartments. The financing includes the development of technical design documentation and the execution of renovation works to improve the energy efficiency of the buildings. These include thermal insulation of external walls, upper floor and basement coverings, replacement of external doors and windows, and modernization of the internal heating distribution network.
The tenants’ associations were selected under the project “Energy Efficiency of Residential Buildings”, which is financed by the Moldovan Housing Energy Efficiency Fund. GIZ Moldova supported the energy audits of two houses under the Energy Efficiency and Renewable Energy for Moldova (E4M) project.
By improving the energy efficiency of the buildings, the quality of life of the people living in them will be improved, energy consumption will be reduced, and heat and electricity bills will be lowered.
Currently, 62 residents’ associations (comprising 81 apartment buildings with more than 5,400 families) are preparing to receive funding from FEERM. Energy audits have already been carried out in 57 buildings and technical documentation has been finalized in five buildings.
The Moldovan Residential Energy Efficiency Fund (MREEF) has a budget of 1.4 billion lei. It is managed by the National Center for Sustainable Energy (CNED).
