
This is envisaged by the amendments to the Regulation on the State Control Register approved by the Government. Its modernization should take place over the next two years and is aimed at increasing the efficiency of control and supervisory activities, as well as reducing the administrative burden and improving conditions for doing business.
The State Register will be transferred to a new technological platform. It will ensure a higher transparency of control activity in Moldova. The new tool will simplify internal processes and, importantly, will allow businesses to monitor inspections in real time, as well as appeal against documents online. Personal accounts will be created for the inspected enterprises, where it will be possible to upload documents and interact with inspectors remotely.
The system update will be realized with the support of the World Bank. Since today almost all technologies used in the system are outdated, its capabilities are limited. This creates security and interoperability issues. Therefore, the analysis showed the need for new technological capabilities to better record information, including in the framework of permit issuance procedures, risk analysis and assessment of control bodies’ activities.
In addition, the new system will be connected with other government platforms – MPass, MSign, MNotify, MCabinet, MDoc, MConnect and others. This will enable automated data exchange between control bodies and departmental registers.
The government decree on the implementation of the new version of the state register of inspections will come into force on July 1, 2027. Until then, the State Chancellery will ensure the development of the platform, as well as the complete migration of data from the current system.
