Divergent assessments: deputy speakers summarize the results of the XI Parliament

Deputy Speakers of Parliament Doina Gherman (PAS) and Vlad Batrincea (BCS) made final statements on the work of the XIth Parliament, presenting diametrically opposed assessments of the work done in four years, - reports Logos Press.

Doina Gherman said that Moldova has never developed at such a pace and has come out of international isolation, as well as improved social indicators. For his part, Vlad Batrincea emphasized that throughout the entire convocation, the opposition had faced blocking of its initiatives by the majority, while the society was disillusioned.

“We managed to bring Moldova back to the negotiating table with the European Union member states. We have indeed brought Moldova out of the international isolation it had been in for many years. …From 2011 to 2021, the pension increased by only 54 lei per year: from 600-something lei to 1,188 lei in 2021. It would have taken us another 34 years to reach the current level of the minimum pension of 3055 lei. But we managed to triple the pensions for all beneficiaries in 4 years. If we talk about 2021, when we came to power after our socialist colleagues, the lump-sum allowance at the birth of a child amounted to 9,500 lei. Now it exceeds 21 thousand lei. Already 70 thousand families have received this payment. The average salary in the economy in 2025 will reach 16 thousand lei – in fact, it has doubled,” German said on the air of the public radio Radio Moldova.

She added that under the PAS government, 3 billion lei was invested in district hospitals, 500 million lei in universities and “we will have 35 exemplary schools in every district center.” “When else has Moldova developed at such a pace?”.

At the same time, Doina Gherman noted that the opposition also put forward initiatives, but “they announced them publicly at press conferences, and that was the end of it, while one should “fight for one’s projects, sit in parliament, participate in debates, defend them”.

For his part, Vlad Batrincea said that throughout the entire convocation, the opposition faced blocking of its initiatives by the parliamentary majority, and the government’s activity only increased social discontent:

“Moldova’s foreign debt has doubled, poverty and extreme poverty have almost doubled. People are living worse. Four years ago they promised to bring the diaspora back home, to create better conditions, to introduce meritocracy. In reality, the contests were compromised, high positions were given out along party lines, without experience and specialized education. Moreover, in conditions of crisis and war (in Ukraine – editorial note), the authorities increased the number of ministries and were particularly generous with administrative expenses. The budget of the State Chancellery almost tripled”.

He noted problems with the transparency of the lawmaking process and the government’s refusal to give feedback on the opposition’s initiatives:

“We, as the opposition, have informed citizens about a lot of lawlessness. The initiatives that you promote and vote for without transparency are registered 2-3 days before the meeting. Or, for example, the Budget Law – the main law of the country – arrives in Parliament half a day before the discussion and it is impossible to analyze it objectively. With so many violations in parliament, it is impossible to talk about quality. What the parliament does is not about people. The appointment of Alaiba, a person who does not meet the criteria and does not have 10 years of experience in the financial sphere, to the position of vice-president of the National Bank is not a project useful for the country”.

Regarding pensions, he said that every second Moldovan citizen “has no chance to reach the retirement age” after the pension limit was increased.

Vlad Batrincea added that the PAS-appointed government did not give opinions on hundreds of opposition projects, although “this is its duty, not a favor”.

Despite the sharp contrast in assessments, both deputy speakers agreed that the final assessment of the parliament’s activity will be given by citizens at the parliamentary elections on September 28. Acceptance of documents for registration of candidates starts on Sunday, July 20, and will last until August 19, 2025. The lists of registered candidates should be published no later than August 28.
