The tender had already been announced several times, but without results: in one case, the bids were about 30% higher than the estimate, and in the second case, no bids were submitted. After that, the budget was increased by about 310 thousand lei, taking into account the market analysis, but the bidders’ prices were again higher. Under these circumstances, the Competition Council is considering the possibility of an accelerated procedure – negotiations without prior announcement.
The project is related to Moldova’s commitments under the Growth Plan approved by the government and should be implemented until June 30, 2026, so the agency insists on accelerated procedures.
We shall remind you that on April 9, the Parliament appointed Alina Chebotarev as director of the Competition Council. Among the priorities, she named the need to revise the system of remuneration of the institution’s employees and working conditions, emphasizing that the effective work of the body is impossible without it.
As previously stated by PAS deputy, chairman of the Commission for Economy, Budget and Finance Radu Marian, there are challenges related to the harmonization of the competition law with the EU norms.
“Competition is a key element for integration into the European Union. About 80 regulations need to be adopted in the coming period and this process needs to be accelerated,” Marian said.
