Moldova IGF 2025: Digital Dialogue without Borders

The Fifth National Internet Governance Forum - Moldova Internet Governance Forum, MIGF 2025 - ended in Chisinau, bringing together participants from 15 countries and different sectors for an open dialog on the vectors of digital development, discussing the challenges of digital transformation and strengthening Moldova's participation in the international processes of shaping the digital agenda.

Moldova IGF 2025: Digital Dialogue without Borders

This year, MIGF 2025 was held in a hybrid format on April 15 and 16, bringing together offline participants in Chisinau and an online audience. The forum was joined by representatives of government agencies, business, technical community, academia, and international partners. During two days, MIGF brought together at its sessions and side events about 40 leading experts from Moldova, Belgium, Germany, USA, Ukraine, Georgia, Canada, France, Netherlands, Serbia, Singapore, India, Central Asia.

In the context of increasing geopolitical instability and growing interdependence of digital ecosystems, the forum became an inclusive platform to discuss key challenges – from digital trust and sustainable development to cybersecurity, responsible innovation and protection of digital rights. Special attention was paid to the role of national and regional platforms in the development of global digital policies, in the context of processes such as WSIS+ 20 and the Global Digital Compact.

MP Victor Spinu noted at the opening that the creation of an inclusive, secure and sustainable digital ecosystem is a political priority, closely linked to the European integration process. According to him, forums like Moldova IGF help to develop balanced approaches that ensure both the protection of users’ rights and the stimulation of innovations. Dialogue with the technical and civil society allows for the formation of a flexible and risk-resistant digital policy in the country.

ANRCETI Director Sergiu Gaibu reiterated the commitment of the national regulator to actively participate in shaping the state digital policy, which ensures an open, secure Internet that takes into account the needs of all users and meets both international trends and national priorities of digital development. According to him, participation as a partner in this event reflects ANRCETI’s strategic role in the process of development and regulation of the electronic communications and information technology sector in Moldova.

“Public institutions must integrate the digital component in their work and cooperate with each other, as well as with civil society and international partners, to face the challenges inherent in the digital environment, such as cybersecurity, data protection or the resilience of infrastructure and electronic communications. Today’s forum is an example of such efforts. In the digital era, Internet access is no longer a luxury but a necessity, and digital inclusiveness is becoming a priority both for Moldova and for the whole of Europe,” the head of the national regulator said.

One of the significant events within the forum was Universal Acceptance Day, a global event organized on April 16 with the support of ICANN and UNESCO, dedicated to multilingualism and accessibility of digital content. Representatives of the technical community received practical training on the development of applications that meet the principles of universal domain name recognition, and received certificates on the results of the training.

MIGF was organized by the Association “Comunitatea Internet” with the support of international and national partners. Among them are UN IGF, Internet Society, ICANN, RIPE NCC, as well as TikTok, SecDev Foundation, ARTICLE 19 and Access Now. In Moldova, the partners were the National Agency for Electronic Communications and Information Technology (ANRCETI) and the Information Technology and Cyber Security Service (STISC).

“The Forum demonstrated that digital development requires not only technological solutions, but also sustainable models of cooperation between the state, business, experts and society. Such a dialog allows to take into account different interests and adapt the digital agenda to the real needs of users,” said MIGF coordinator Alexei Marciuc. According to him, the results of the forum will be formalized in the form of key conclusions and recommendations, becoming a contribution to the global process of discussing the digital agenda.
