Project Manager (NPSA-9)

Summary of key tasks:

• Under the guidance and direct supervision of the Programme Specialist/Cluster Lead, the incumbent is responsible for the management of UNDP activities and coordination of all Project activities through a range of actions: managing and monitoring, ensuring synergies between the components of the Project, communicating Project objectives and results, engaging with all stakeholders.
• The Project Manager applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations. He/she is responsible and accountable to the Project Board for the project results.
• Assisted by a Project Associate the incumbent will ensure effective and efficient implementation of the Project. He/she will ensure overall coordination, coherence and project management on behalf of the UNDP and coordinate the design, implementation and monitoring of activities with the representatives of UNICEF and OHCHR participating in the Project.
• The Project Manager will closely coordinate the Project activities with other relevant UN programs, projects and initiatives to avoid possible duplication and will ensure HRBA and Gender Mainstreaming compliant results-based project management.  
• Additionally, he/she will work in close collaboration with the Programme, Operations, Communications and other UNDP teams for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery.
• The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Qualifications and skills required:             

• Master’s degree in development studies, political science, human rights, international relations, social affairs, public administration, law or related areas.
• Bachelor’s Degree with additional two years of experience can be taken into consideration in lieu of Master`s degree.
• 2 years (with Master’s degree) of progressive working experience at the national or international level in the design, management and implementation of programmatic interventions, preferably related to human rights, inclusion of vulnerable groups, antidiscrimination, disability related policy making, and/or working in a relevant position to this post.
• 4 years (with Bachelor’s degree) of progressive working experience at the national or international level in the design, management and implementation of programmatic interventions, preferably related to human rights, inclusion of vulnerable groups, antidiscrimination, disability related policy making, and/or working in a relevant position to this post.
• Proven working experience on the rights of persons with disabilities or wider human rights.
• Previous working experience in managing development assistance or related work for a donor or development organization, governmental institutions or NGO is an asset.
• Knowledge of international human rights standards, rights of persons with disabilities and provisions of the Convention on the Rights of Persons with Disabilities.
• Certified training or certification in project management is an asset.
• Fluency in English and Romanian (written and spoken).
• Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Russian, Ukrainian or sign language is an asset.
